Proposed redevelopment of Cleveland’s House Resort in Muskoka Lakes moving forward

The proposed redevelopment of Cleveland’s House Resort is moving forward after receiving the necessary approvals from the Township of Muskoka Lakes.

According to a report presented at the July 17 special planning committee meeting, the application proposes the revitalization of the resort’s property through the addition of new lodging, amenities, dining options, and retail spaces.

The resort has been at Wallace Bay on Muskoka’s Lake Rosseau since 1869 and is currently home to The Rock Golf Course and Clevelands House Marina.

The project was first presented to the Township’s planning committee in November. On March 12, 2026, staff provided additional background information on the applications ahead of a joint public meeting with the District of Muskoka.

During the recent meeting, Township staff said the District of Muskoka is unable to recommend approval of the applications to revitalize the resort as they do not conform with the Muskoka Official Plan and are not consistent with the Provincial Planning Statement.

To follow the District’s Official Plan and provincial requirements, the committee approved several amendments and conditions to support the submission of a new application to the District, along with environmental, servicing, and planning considerations.

Some of the amendments include revisions to the proposed zoning by-law, obtaining required provincial environmental approvals, entering into an agreement with the District Municipality of Muskoka for municipal servicing infrastructure, and updating the Wetland Compensation, Net Benefit, and Enhancement Report.

On July 17, the Township of Muskoka Lakes adopted the proposed official plan amendment and approved an associated zoning bylaw amendment. The project will be resubmitted to the District of Muskoka for approval.
