BREAKING: PM Harper not ready to address the nation

Prime Minster Stephen Harper is not ready to address the nation.  The Prime Minister was scheduled to speak at 7:45 p.m. but his office has said he will not be speaking until later.  The exact reason has not been given nor has a new scheduled time for his address.
